Our Geek of the Week answered:
What is happening is someone is downloading information from the vehicles electronic data recorder “EDR”. It is also called a car’s black box. The EDR records speed, and breaking incidents. Not all breaking incidents are stored. It does not store everything that goes on in the car’s history. The data storage is limited and overwrites itself after a certain period of time that varies from manufacturer to manufacturer.
The software programs that are used to download this data vary from manufacturer to maufacturer.

This is a system of hardware/software that can be attached to certain vehicles after an accident. The information sent to the computer can include things such as whether the seatbelt was on, the speed of the vehicle immediately prior to impact, and whether the driver was braking.”]
